Project scope: Applying Hyperledger Fabric to increase transparency in public spending on education.
Initial task: Public spending on education are black box level transparent. The universities supposed to use public, grant, donor and NGO funding to support talented students and vulnerable students from the lower-income groups. In practice, there is little to no way of monitoring where these funds get allocated. A lack of transparency in public spending is known to lead to funding misallocation and general failure to achieve goals behind this kind of funding. The goal of the app is to make publicly funded education better by making it transparent.
Solution: It is a Hyperledger Fabric distributed database integrated with the university own database, mobile applications and NFC system. There are three major functions performed by the system:
-Funding allocation monitoring. The system is capable to track the distribution of public funding, grant funding and donor funding. All fund streams are published on the open ledger. The system is capable to operate with limited allocation funding like money that is spendable only for some equipment retailers, training programs, office supplies or science journals.-Student attendance monitoring. The students have their classes scheduled in the mobile application. The student’s physical presence is monitored through smartphone biometrics and NFC scanners in university classrooms. The data is integrated with funding allocation and allows to perform automated payments for actual usage of university space by the students.-Student performance monitoring. The distributed database of the student’s performance through courses. Also tracks degrees and various achievements. This information can be published on Linkedin for advanced inquiry of future employers. Also, achievement monitoring can be integrated with funding allocating to create automated monetary rewards for academic achievements.
The system was developed and tested in 6 months. It is currently in testing in multiple universities around the world.
